SOLUTIONS
Systems I have built
Projects are client engagements. Solutions are the products, platforms and frameworks I designed and built. Each card links to the project it came from.
Financial market infrastructure

PAPSS African Currency Marketplace (PACM)
Lets African businesses exchange local currencies directly, targeting a roughly US$5B intra-African FX bottleneck; 80+ corporates and 12 currency pairs in the pilot.

An AI risk-intelligence and governance hub for PAPSS that turns risk signals into adaptive controls for the marketplace.
PRISM rulebook and RADSS “Risk-to-Rule” architecture
A governance framework that turns identified risks into enforceable market rules; used as the PACM governance rulebook.
Solvente
One platform for aviation permits, charges and settlement, connecting airlines and operators, service vendors and aviation authorities. An Interstellar product that runs on Bantu.

Climate, MRV and public data
Maritime dMRV / ABPA MRV dashboard
Real-time emissions monitoring and verification for the Antigua and Barbuda Port Authority, with vessel tracking and AI analysis.
IDEME-TT M&E platform: Innovation Data Ecosystem for Trinidad and Tobago
Built Trinidad and Tobago’s innovation data platform: it tracks every Global Innovation Index indicator from source to submission, so government can close data gaps and lift its ranking.
- A public portal, a mission-health dashboard for task forces, GII indicator mapping, and a data-pipeline view with 18 data-health KPIs across 6 lifecycle stages.
Grants, readiness and learning tools

End-to-end grant call design system
I design and build grant calls end to end, from eligibility rules and applicant pathways to the online form, the scoring dashboard and grantee reporting. Delivered for EFJ’s J-USE fund in Jamaica and the GOI-MEP equipment grant for SMEs in St Kitts and Nevis, through to shortlisting and submission to the Government of India via the Ministry of Foreign Affairs.
- 1. Call design: eligibility rules, funding windows, scoring criteria and guidelines.
- 2. Applicant readiness: a pathway engine that steers each applicant to the right window, and capacity-building webinars.
- 3. Application: an online multi-step form (151 fields for the REOI; a 518-field full proposal on Survey123 optimised for 3G), with automatic PDFs and email confirmations.
- 4. Review: a scoring and review dashboard (IUCN nature-based-solution criteria, capital alignment, evaluator tracking and audit log).
- 5. Selection and decision: screening, shortlisting and the decision package for the funder.
- 6. Reporting and follow-through: grantee quarterly reporting templates with worked examples, and a full technical handover.
- GOI-MEP: a grant of up to US$1M for SMEs in agro-processing and light manufacturing to buy machinery from India, for the Ministry of Sustainable Development with the Ministry of Small Business and Entrepreneurship (2023).

J-USE Pathway Engine: sustainable financing for nature-based climate solutions (NbCS)
A seven-step online engine that helps nature-based climate projects in Jamaica choose a financing pathway and prove how they will keep going after the grant.
- A guided, seven-stage online tool (Welcome, Pathway, Canvas, Inflows, Sustainability, Commitments, Complete) with auto-saving progress, a glossary and the scoring rubric.
- 1. Revenue-generating: customers pay for what the project produces.
- 2. Blended: some beneficiaries pay; an Anchor Partner (foundation, company or public agency) funds the public-good share.
- 3. Community / public good: a public agency adopts it into a budget line and a community body stewards it, with in-kind support, carbon credits, payments for ecosystem services or follow-on grants closing the gap.
- Turns “sustainability” from a paragraph in a proposal into a tested financing plan, so catalytic grants lead to durable funding.

Grant Canvas framework
A one-page Grant Canvas that helps farmers and nature-based project teams turn a need into a fundable proposal; built for the ECCB’s Supporting Our Roots and adapted for J-USE’s second NbCS call.

HD-REAP 2026 participant workbook
A capital-readiness bootcamp tool for women farmers: financial statements, business models and bankable loan and grant proposals.

ECCU GenAI camp platform
Built the platform behind the ECCU AI camp: a camp site, a client portal where real organisations brief student teams, and a judging portal.
- Judges score each team against a 7-criterion rubric with multi-judge averaging and automatic ranking. 2026 clients included the St Christopher Air and Sea Ports Authority, ACB Caribbean, and the Government of St Kitts and Nevis ASPIRE programme (Valerie helped coordinate this client).

Agentic RAG knowledge platform
An AI knowledge platform that answers only from an organisation’s own documents, so chatbots cite policy instead of making it up.
Simulations
Hands-on simulations that let farmers, grantees and port staff rehearse real applications and reports before the real thing.
- Bank Simulation: seven rounds of real banker questions on a woman farmer’s loan ask, self-scored, with a printable debrief.
- Rubric simulation: every scoring pathway tested with simulated applications before live reviewing (J-USE and GOI-MEP).
Enterprise and network systems
CNSC CRM and intranet
A networked CRM and intranet linking national services coalitions into one shared system for members, projects and grants.
Q-Genics products: Proposal Triage, CV Optimizer, Data Guardian
AI workflow products for proposal review, CV tailoring and institutional data protection.
Language and inclusion tools

Islands of Intelligence: multilingual interactive e-book
A live 5-language web publication built for the ECCU AI camp, with a language switch so readers and the built-in chat answer in the user’s own language.
Multilingual localisation method
A translation and plain-language engine that lets one publication or tool speak English, Spanish and Haitian Creole, and lets farmers’ own words reach funders in the language funders use.
- A calibrated “gold chapter”, a controlled do-not-translate glossary, a phrase-first lexicon and native-speaker sign-off, plus the R.O.O.T.S. two-voice engine.
